The Public Housing Authority of Butte (PHAB) is seeking a highly qualified candidate for the position of Deputy Executive Director. The agency functions with a staff of 14 employees and is governed by a 7-member Board of Commissioners. The annual operating budget for the agency is $4.8 million. PHAB converted all public housing properties to Project-Based Vouchers. All properties have Low-Income Housing Tax Credit funding. PHAB also manages a tenant-based voucher program of over 100 vouchers. PHAB has been a HUD high-performer for the last 5 years. The agency has launched a new five-year strategic plan that focuses on human resources succession planning, ensuring a resident centric environment, expanding housing development, and improving marketing and public relations. The housing authority created Butte Affordable Housing, Inc. (BAH) in 2000. BAH is a 501(c)(3) entity that develops, owns, and manages affordable housing throughout Butte-Silver Bow. BAH owns nine single-family homes and has ownership in four tax credit funded properties. One new development is in the design phase and another new project is in the planning phase.
Butte Montana has a city-county government and is the county seat of Silver Bow County. Its population of 34,494 makes it the fifth largest city in the state. Butte is situated in the Silver Bow Creek Valley which is a natural bowl high in the Rocky Mountains straddling the Continental Divide. Its rich copper and silver mining and smelting history attracted major influxes of Asian and European immigrants and the community has the largest population of Irish Americans per capita of any U.S. city. Drawing from its rich mining history, the Uptown Historic District is one of the largest National Historic Landmark Districts with nearly 6000 contributing structures. Butte is one of only twelve U.S. communities to be named as a Distinctive Destination by the National Trust for Historic Preservation.
The position description and salary range for the Deputy Executive Director is currently being updated and will be posted on the agency website by March 21, 2025. The candidate should possess a combination of education and experience equivalent to a Bachelor’s Degree in business administration, public administration, organizational management, or a related field and five (5) years of progressively responsible experience in a business or public agency performing program management, program compliance, grant management, budget management, customer service, and information technology. Knowledge and experience with HUD and other federally funded affordable housing programs is desired.
Compensation for the position is negotiable, depending on the qualifications and salary history of the candidate.
